Using inflatable raft in Catalina's Avalon Bay

Does anyone know if it is OK to use an inflatable raft in Avalon Bay? It seems that it would be a lot of fun to take the family there with a big inflatable raft and float around in the bay. But I could not find any rules regarding the use of inflatable rafts around Catalina Island.

We did go to Catalina Island. We saw a lot of people with inflatable devices in the bay, by the beach. So it looked like there is no rules restrict its use.

We didn't see any lifeguards on the beach. But when we walked on the pier, we saw a lifeguard station that overlooked the beach on both side of the pier.
